Adding a Background to Outlook Express Email

Click on Create Mail in the upper left corner of Outlook Express, the below window will appear. Click Format, Background and Picture

The Background Picture window will appear. Click on Browse to locate the picture you want to use as a background, click on the picture you have selected, click OK and that's all there is to it.
